The earliest they've know of the Babylonian region is from a tablet of the leader Sargon Akaad in 3800 BCE, who said to have built sanctuaries there. The city of Babylon soon became Hammurabi's Empire. From this time and on it became the holy civilization of western Asia. The city wasn't complete until it was in the hands of Marduk Tiglath-pileser III, ruled 745-727 BCE, was another leader of Babylon. Many more leaders were anxious to rule this great ancient civilization.
